We have received a copy of the following SAPS Directive re the above mentioned topic.
We have always advised our members to act in the manner which is now officially prescribed, as one cannot expect your DFO to hold your application untill such time as your competency has been approved (in any case; SAPS cannot evaluate licence applications without a relevant competency certificate)
One must thus first hand in an application for the competency of a specific type of firearm (i.e. handgun or rifle), and receive same, before one can submit an application for a new licence.
However, one can submit an application for a renewal of a licence and a renewal of the relevant competency at the same time, because the comptency has already been awarded previously.

By directive from the Section Head: Central Firearms Register: Brigadier LJ Mabule.
1. Please take note that as from today (2016-02-08) the double submission of applications (SAPS 517 and SAPS 271) have been terminated.
2. A Competency must first be approved then an SAPS 271 can be accepted and captured for processing.
3. An official directive will follow, all DFO’s under your command must be informed accordingly.
4. Your cooperation in this regard will be highly appreciated.
