PARIALMENTARY SUB-COMMITTEE ON POLICE OK’S FIREARM AMNESTY

As you have probably heard by now, the PCoP on 23 October 2019 accepted a SAPS request to run a firearms amnesty from 1 December 2019 to 31 May 2020.
However, Parliament still have to approve the Notice of the amnesty before it can be implemented.
It has been reported by some media that the chairperson of the PCoP would have said that the amnesty presents an opportunity to all South Africans to hand in their firearms.
She was either quoted incorrectly or she spoke incorrectly. Section 139 of the Firearms Control Act of 2000 only allows for illegal firearms to be voluntarily surrendered to SAPS as per the conditions set by an amnesty.
An amnesty can thus not be declared with one of the purposes thereof being to ask the public to hand in their legally owned firearms.
We are awaiting the official wording of the proposed amnesty to be published in the Government Gazette.
We shall then inform our members of the terms of the amnesty re white licences which were not renewed on time and have expired (if included in the proposed amnesty).
The above are the facts of this matter. Nothing is sure until we have seen the exact wording of the proposed amnesty.
